In a small mixing bowl, whisk together all of the sauce ingredients until combined and the cornstarch has dissolved. Set aside.

Stir fry the the onions, sweet pepper, and green onion in the skillet or wok for 5-7 minutes. Pour the vegetables into a bowl and very carefully wipe out the skillet or wok with a damp paper towel.

Return the pan to the heat. Add the shrimp to the skillet and cook for 1.5-2.5 minutes, stirring frequently, or until the shrimp are just pink on all sides.

Return the vegetables back to the pan with the shrimp. Stir in the sauce. Bring the mixture to a simmer and cook for 1-2 minutes, stirring frequently, or until the sauce has thickened.
