Add the potatoes and the whole garlic cloves to a Dutch oven or stockpot. Cover the potatoes with cold water. Stir salt into the water. Bring the potatoes to a boil over high heat. Boil until the potatoes are tender enough to easily pierce with a fork.

Drain the potatoes and garlic. Move the potatoes and garlic to a mixing bowl or the bowl of a stand mixer. Add the remaining salt, chicken broth, vegan butter, and mayonnaise to the mashed potatoes.
